Therefore, its roots must be sought in the character of change in modern society. Crises of legitimacy occur during a transition to a new social structure, if (1) the status of major conservative institutions is threatened during the period of structural change; (2) all the major groups in the society do not have access to the political system in the transitional period, or at least as soon as they develop political demands.
